Innovative Financing Concepts for Mine Infrastructure
Abstract: Mining development is moving ahead again. Capital remains scarce and more expensive than prior decades while developments are larger and costly. Many of the greenfield mine developments require investment in non-core infrastructure representing up to 50% of the total investment capital. Water, energy, and transportation infrastructure requirements are more extensive due to increasing environmental and sustainable development pressures. Examples of this include desalination plants with lengthy pipelines and large renewable energy investments. Fortunately, global markets are considered awash with conservative long term investors including pension, institutional, and sovereign funds who are comfortable with infrastructure investments when appropriately de-risked. Developing and constructing these non-core mining assets represents somewhat of a mismatch with the capabilities of Owner’s and many EPCM companies. This paper describes why, how and when to consider alternative development approaches for this infrastructure within the Mine Development and Asset Management Cycle. Case studies of similar installations in other industries will be outlined highlighting some of the pros and cons of these alternative approaches including an assessment of the barriers to be overcome within the normal mine development and funding process.
BIO: Rosemary Niechcial is the Managing Director of Waypoint Infrastructure Inc and a Chemical Engineer who specializes in water treatment and infrastructure. She was VP Canada then Account Executive, Mining Americas at Veolia, in charge of sourcing and developing third party water and energy projects for a range of clients. She has also worked as Director, Project Development at Hatch, working on water projects globally for a range of clients in mining and energy. She started her career designing water treatment plants at GE Water for the power sector.
Scott Fraser, Chief Technical Officer for Waypoint Infrastructure Inc and a Mechanical Engineer with an MBA (Finance and Capital Budgeting) who has focused on the development of electrical/thermal supply and transmission solutions globally for utilities, independent power producers, and large industrial clients including mining developments and operations. More recently, Scott has focused on renewable energy and alternative energy supplies including LNG and bio-fuels. Scott was previously Director of Power Projects for Barrick Gold.
Waypoint Infrastructure Inc. was recently formed to support mining and other companies to assist in the definition, development and management of non-core infrastructure assets in the water, power, and transportation fields. The goal is to develop these non-core assets to meet primary user needs while addressing opportunities for third party ownership/operation and to insure these valuable assets provide sustainable contributions to the surrounding communities.
